In 2003, across all of Ontario, police seized 232,000 cannabis plants.

In both Quebec and British Columbia that year, police seized much larger amounts.

On December 2, 2004, police in Manitoba raided a Winnipeg warehouse just a few blocks away from police headquarters. Inside, officers found Canada’s second-biggest grow op: 10,000 cannabis plants, with a police-estimated value of $11 million.

Many more raids would follow. Year after year after year, raid after raid after raid. To cannabis farmers and dealers, raids were a cost of doing business, added to the price paid by the end consumer. When one criminal group was jailed, another took its place.

Raids barely, if at all, affect supply.
